First of all, you need a graphics program. The most commonly used one is any form of Adobe Photoshop. The latest edition is Photoshop CS3. However, any version of Photoshop is good. I, myself, have used Photoshop 7 and currently use CS2. However, those of you not willing to shell out money for Photoshop will have to find other means of getting a program.
A free graphics program that some people use is known as GIMP. I haven't had the opportunity of using it yet but I've heard that once you get used to it, it is just as good as Photoshop, plus it's free. When I first started getting into graphics, I actually learned on Jasc Paint Shop Pro 9 as well.
So there are many different kinds of graphics programs out there, you just have to pick one that 1. you can afford and 2. you think you can figure out how to use it. There are also several graphics tutorials available online (you can just google it) and they will come up.
I would highly recommend any version of Photoshop since I feel that it is one of the best graphics programs out there but like I said before, it does cost money (if you get it legally) so keep that in mind. I have heard though that GIMP is a good alternative to Photoshop...
